نوآبادکار جانتے ہیں کہ ڈومپاس بذات خود تسلی بخش انداز میں آبادی کو کنٹرول نہیں کر سکتا۔ اسی لئے وہاں پر دیگر تکمیلی میکانزم اور انتظامات ہونے چاہیئیں تاکہ اس مکمل کنٹرول کو یقینی بنا سکیں جسکے وہ آرزومند ہیں

جنوبی افریقہ میں نوآبادکاروں کو پتہ تھا کہ انہیں مخالفت کی تمام شکلوں کو کنٹرول کرنا ہے اور اس بات کو یقینی بنانا ہے کہ وہ اپنی ضروریات اور خواہشات کے مطابق آبادیاتی خصوصیات کی تبدیلی کو منظم کریں اور اسکی نگرانی کریں۔ اس کے نتیجے میں انہوں نے ایک پاس متعارف کروایا جسے افریکانز (زبان) میں سیاہ فاموں، وہ لوگ جو اس غیرانسانی اور توہین آمیز ہتھکنڈے سے متاثر تھے، انہیں کنٹرول کرنے کیلئے جو اس زمین کی حقیقی مالکان تھے، کی طرف سے ’ڈومپاس‘ (ڈمب پاس) کہا جانے لگا جسکا مطلب ’احمق پاس‘ ہے۔ پاکستان نے بلوچ عوام کیلئے اپنے ڈومپاس کا نسخہ نکالا ہے اس بات کو یقینی بنانے کیلئے کہ بلوچستان کے وسائل کی لوٹ مار میں اسے کھلی چھوٹ حاصل ہو۔ انہوں نے اسکی ابتداء گوادر سے کی ہے لیکن یہ پورے بلوچستان میں پھیل جائیگی کیونکہ وہ گوادر سے کاشغر تک اُڑ کر نہیں جا سکتے اور انہیں نقل و حمل کیلئے زمین استعمال کرنی پڑے گی جس سے راستوں کو محفوظ بنانے کی ضرورت پیدا ہوتی ہے۔ ان کے کٹھ پتلی ڈاکٹر عبدالمالک نے پہلے ہی سے تشویش کا اظہار کردیا ہے: ”گوادر کاشغر شاہراہ کی تعمیر پر جب بھی کچھ پیش رفت ہوتی ہے تو دشمن عناصر امن و امان میں خلل ڈالنے کی کوشش کر سکتے ہیں۔“ انکی نیت پورے بلوچ عوام کیلئے ڈومپاس کے نظام کیلئے بنیاد فراہم کرنا ہے۔ ابتدائی طور پر یہ ایک سیکورٹی اقدام ہوگا لیکن بعد میں آخرکار بلوچستان میں نسلی امتیاز پر مبنی رنگبھیدی نظام قائم کر دے گا۔

Dompas

The colonisers know that the dompas on its own cannot satisfactorily control the population. There have to be other complementing mechanisms and arrangements to ensure the complete control they crave for

The colonists in South Africa knew they had to control all forms of dissent and ensure that they could engineer and monitor the demography according to their needs and wishes. Consequently, they introduced the pass, which was dubbed as dompas in Afrikaans, meaning stupid pass by Blacks affected by this inhuman and derogatory method of controlling the people who were the real owners of the land. Pakistan has come up with its own version of dompas for the Baloch people to ensure they have a free hand in plundering Balochistan’s resources. They have started in Gwadar but this will invariably spillover to the whole of Balochistan because they cannot fly from Gwadar to Kashgar, and will have to use land transport creating the need to secure routes. Their puppet, Dr Malik, is already voicing concern: “Hostile elements may try to disrupt the law and order when there is some progress on the construction of the Gwadar-Kashgar highway.” The intention is to provide grounds for the dompas system for the Baloch people. Initially, it will be a security measure but later will eventually create racist apartheid in Balochistan.
