متحدہ عرب امارات کے شیخ تلور کے شکار کیلئے سب سے زیادہ موزوں اور بہترین اضلاع حاصل کرلیتے ہیں کیونکہ پاکستانی حکمران انہیں مطمئن کرنے کیلئے پیچھے کی طرف جھکتے ہیں

گزشتہ 64 سالوں سے بلوچ حقوق کی پامالی سزا سے مستثنیٰ رہی ہے۔ اس زخم پر توہین کی ضرب لگانے کیلئے عرب شیوخ بھی اپنے سالانہ پکنک کے دوران بلوچستان میں آزادی سے بلوچ حقوق کو روندتے چلے آرہے ہیں۔ نواب خاران امیر حبیب اللہ خان نوشیروانی (1911 تا 1955) کے قانونی ورثاء نے بلوچستان ہائی کورٹ میں خاران اور واشک کے اضلاع میں شکار کے علاقوں کی الاٹمنٹ پر متحدہ عرب امارات کے صدر شیخ خلیفہ بن زید کیخلاف آئینی درخواست دائر کی ہوئی ہے۔ اس میں انہوں نے اپنی زرعی زمینوں، جنگلات، پانی کے گزرگاہ، چشموں، کاریزوں، پھلوں کے باغات اور چراگاہوں، جوکہ ایک وسیع علاقے میں پھیلے ہوئے ہیں، کسی مشاورت یا اجازت کے بغیر ان کی متحدہ عرب امارات کے صدر کو شکار کیلئے غیر قانونی الاٹمنٹ کیخلاف استدعا کی ہے، اس میں کہا گیا ہے کہ ہر سال متحدہ عرب امارات کے صدر کا عملہ شکار کی چوکیاں قائم کرتے ہیں اور اپنی گاڑیوں پر علاقے میں گشت کرتے ہیں، یہاں تک کہ زمین مالکان، مزارعوں اور چرواہوں کو اس علاقے میں اپنی زمینوں، فصلوں اور مویشیوں کی دیکھ بھال کی بھی اجازت نہیں دیتے۔

The UAE sheikhs get the most and choicest districts of houbara hunting because Pakistani rulers bend over backwards to appease them

For the last 64 years the Baloch’s rights have been trampled upon with impunity. To add insult to injury even the Arab sheikhs on their yearly picnics in Balochistan freely trample upon the Baloch rights. The legal heirs of Nawab of Kharan, Nawab Ameer Habibullah Khan Nousherwani (1911-1955) have filed a constitutional petition in the Balochistan High Court (BHC) against the allotment of hunting areas in Kharan and Washak districts to the United Arab Emirates (UAE) president, Sheikh Khalifa bin Zayed. Pleading illegal allotment of their agricultural land, forests, water channels, water springs, karezes, orchards and pastures spread over a vast area without consultation or permission for hunting to the UAE president, it states that every year the UAE president’s staff establish hunting posts and patrol the area in their vehicles disallowing even owners, tenants and shepherds to enter the area to tend their land, crops and cattle.

Thousands of Baloch have gone missing since 1974 and continue to go missing while more than 700 of them have had their tortured bodies dumped all over Balochistan

Selective and convenient paranoia is ingrained into the psyche of the ‘establishment’; consequently, we keep getting ridiculous explanations and excuses for all the anguish and agony in Balochistan. The establishment’s spokespersons defend it with truisms attractive enough to befool people. They want people to overlook the fact that Balochistan’s present situation is the product of the atrocities and exploitation of the last 64 years and believe that all that this is a creation of international conspiracies by powers with ulterior motives.

جنرل کیانی کے ذریعے فوج نے بلوچستان کے مسئلے پر اپنی ایک سطری پوزیشن دی ہے کہ، ”فوج کسی بھی سیاسی عمل کی مکمل طور پر حمایت کرتی ہے جب تک یہ آئین کے اندر اندر ہو۔“ یہ بیان بلوچستان نیشنل پارٹی کے صدر اختر مینگل کے حالیہ دورے کے دوران اٹھائے گئے اقدامات اور بیانات اور انکے ردعمل کے جواب میں تھا۔ فوج کے اس مختصر بیان نے ان لوگوں کیلئے حدود مقرر کر دیے ہیں جو بلوچ حقوق کے معاملے کیساتھ نمٹنے کی کوشش کرنا چاہتے ہیں اور بلوچ کیلئے بھی اس کے نتائج واضح کردیے ہیں جو اپنے ناگزیر حقوق کا مطالبہ کر رہے ہیں۔ آئی ایس پی آر کے اس بیان نے یہ بھی خبردار کیا کہ آئین کی خلاف ورزی کرتے ہوئے کسی بھی قسم کے اٹھائے گئے اقدامات ان کیلئے ناقابل قبول ہونگی۔

Illegalities committed under the cover of the constitution or judicial approval does not make them either palatable or morally acceptable

The army through General Kayani has stated its position on the Balochistan issue in a one-liner that says, “Army fully supports any political process as long as it is within the Constitution.” This was in response to the Balochistan National Party President Akhtar Mengal’s recent moves and statements during his visit and the reactions to it. This short army statement has set the parameters for those who would try to deal with the issue of Baloch rights and the consequences therein to the Baloch for demanding their inalienable rights. This ISPR statement also warned that any steps taken in violation of the constitution would be unacceptable.

Balochistan’s Chief Minister Nawab Muhammad Aslam Raisani recently stressed that, “No compromise would be made on the provincial autonomy issue and rights of the nations” and demanded a “new social contract” to resolve the Balochistan issue. However, he did not elaborate what form or shape this new ‘social contract’ would take and on whose behest and behalf it was being demanded.
