Chinese consulate attack: Balochistan grouses cannot be forever ignored

Baloch anger is not against the ethnic mix, it is rooted in poverty and the systematic denial of opportunities by the Pakistani establishment.

The November 23 attack on the Chinese consulate in Karachi by Baloch separatists brought into global view, once more, the Baloch trauma. The Balochistan Liberation Army, which claimed responsibility for the attack, had warned the Chinese authorities against “exploitation of Balochistan’s mineral wealth and occupation of the Baloch territory”.

Regrettable as violence in any form is, this incident is an unfortunate reminder that Baloch complaints cannot forever be ignored. In fact, the constant refrain through Pakistan’s 70-year history is this: Balochistan appears to be on the boil again.

گوادر ایک غیر معمولی طور پر مقناطیسی شے لگتی ہے جس نے مختلف قوتوں کو اپنی طرف کھینچ لیا ہے۔ لگتا ہے کہ چین اس کیلئے سب سے زیادہ لگاو اور کشش رکھتا ہے۔ یہ سپر پاور کی حیثیت کیلئے ایک نیا حریف ہے اور یہ کوئی ایسا موقع ہاتھ سے جانے نہیں دیتا جہاں پر جیسے تیسے کرکے یہ اپنے اثرات پھیلا سکے۔ یہاں پر اسے پاکستانی اسٹابلشمنٹ کی شکل میں ایک آمادہ ساتھی مل گیا ہے جو کم از کم ایک علاقائی طاقت بننے کا خواہش مند بھی ہے۔ انہیں لگتا ہے کہ گوادر میں وہ تمام خصوصیات موجود ہیں جن سے ان کو اپنے متعلقہ مقاصد کو آگے بڑھانے میں مدد ملے گی۔ ان دونوں میں یکساں خصلت جداگانہ حیثیت کیخلاف انکی نفرت اور منافع اور زمین کیلئے انکی لالچ ہے۔ چین، اپنی زمین کے اتنے بڑے ٹکڑے کے باوجود، جنوبی چین کے سمندر میں متنازعہ علاقوں کی زمین پر دوبارہ قبضہ کرنے اور ممکنہ فوجی استعمال کیلئے سپریٹلی جزائر پر رن وے کی تعمیرات میں مصروف عمل ہے؛ اوباما نے حال ہی میں ان دوبارہ قبضوں کیخلاف اس ملک کوخبردار کیا تھا۔ چین کیلئے گوادر خدا کی طرف سے بھیجا گیا ایک تحفہ ہے چونکہ یہاں فقط سرمایہ کاری کے عوض اسے سب کچھ مل رہا ہے۔ جی ہاں، 46 ارب ڈالر کی سرمایہ کاری محض منافع حاصل کرنے کیلئے۔ یہ کوئی ذہن کو چکرا دینی والی رقم نہیں ہے کیونکہ 2008ء میں صرف ایکسون تیل کمپنی کا منافع 46 ارب ڈالر تھا۔

Gwadar seems to be an exceptionally strong magnet attracting so many different forces towards it. China seems to have the most affinity and fascination for it. It is a new contender to superpower status and does not let an opportunity go by to spread its footprint however it can. Here it has found a willing accomplice in the form of the Pakistani establishment that also aspires to become at least a regional power. They think that Gwadar has all the characteristics that will help them further their respective goals. The common trait of these two is their abhorrence of diversity and greed for profits and land. China, despite its large landmass, is busy reclaiming land in the South China Sea in disputed areas and is building runways for possible military use on the Spratly Islands; Obama recently warned the country over this reclamation. For China, Gwadar is a Godsend as it is getting it all simply by investing. Yes, investing $ 46 billion to reap profits. This is not the mind-boggling sum it is shown to be because Exxon Oil company’s profits in 2008 alone were $ 46 billion.

Pakistan must give answers on evolving Baloch crisis: Casaca

Geneva, April 16 (ANI): The director of the Brussels-based South Asia Democratic Forum, Paula Casaca, has asked relevant authorities in Pakistan to be more accountable for developments taking place in the country’s Balochistan province, especially in the wake of reports suggesting China’s expansionist role in the region.

In an interview given to ANI in Geneva, Casaca said that it is wholly unacceptable for legitimate government authorities in Pakistan not to give appropriate answers to searching questions on the previaling situation in Balochistan.

Abdul Waheed Baloch is a former Speaker of the Balochistan Assembly, ex-chairman of the Baloch Students Organization (B.S.O.) and former Vice President of the Balochistan National Movement (B.N.M.).  As a student at the University of Balochistan in Quetta, Mr. Baloch emerged as a leader, becoming the Central Secretary of the Pakistan Progressive Students Alliance. He led student delegations to meetings in India, Singapore and Karachi and Islamabad, Pakistan. He earned degrees in pharmacy and law, practicing criminal and civil law in Balochistan. He became a member of the central executive committee of the Balochistan National Party. He is former editor of the Balochistan National Movement’s publication, Juhd, or “struggle,” in Balochi, as well as the Baloch Students Organization political publication,Pajjar, meaning “Identity,” in Balochi, and its literary publication, Girok, meaning “Lightning,” in Balochi. Mr. Baloch now lives in self-exile in the United States where he serves as the executive director of the Baloch International League (for peace & freedom), a Washington, D.C.-based organization. He speaks Balochi, Pashtu, Urdu, English and Brahui languages. The Baloch Hal spoke to him exclusively about the conflict in Balochistan, its dynamics and the challenges.

Demographic changes sustained ‘with a dagger at their throat’ since 1542 brought about the partition of Ireland. The Pakistani state envisages the same solution for Balochistan by holding the Baloch nation hostage with ‘a dagger at their throat’. However, the Baloch have not acquiesced and continue to resist at a great price of Baloch blood
